What is Extended Producer Responsibility?

Extended Producer Responsibility (EPR) refers to the Canadian legislation that transfers full responsibility for managing printed paper and packaging material to producers and first distributors of the material.

FAQ

The new EPR Blue Box program shifts the responsibility and cost of recycling packaging from municipalities to the producers who place that packaging on the market. For commercial businesses, this may bring changes depending on your municipality or sector; some businesses may see new reporting or sorting requirements under producer responsibility. If you’re unsure whether your business is affected, contact Miller Waste and we will help you understand how EPR applies in your area.

Under EPR, collection schedules for commercial recycling remain largely unchanged, but certain municipalities or producer groups may implement new timing or routing depending on service agreements. If you operate in an area where Blue Box service shifts to a producer-led system, there might be modifications — Miller Waste can confirm whether your collection schedule will stay the same or needs adjustment.

Accepted materials for commercial recycling always depend on your service agreement with Miller Waste, and EPR could prompt municipalities or producer organisations to update or standardise acceptable material lists. Some sectors may see changes to what can or cannot be collected under new regulations. Please reach out to Miller Waste for the most up-to-date list applicable to your business.

EPR puts responsibility for residential Blue Box collection with producer organisations beginning in 2026, but for commercial recycling the collector remains based on your contract. In some municipalities or industries, producer groups may take over or reassign service — to be sure of who will collect your business recycling after 2026, contact Miller Waste and we will clarify based on your location and service plan.
